In this in-depth research, we will compare the 4th generation Exclusive Lounge Officer Steel Phoenix, with the 3rd generation Exclusive Lounge Officer: Lord of Order, Professor Pain.

(The difference between the Dmg buff of the Attacker and the Dmg Resist of the Defender will be calculated. If it is greater than 0, the Dmg increased, otherwise it will reduce the damage, with a maximum difference of 50%.)

Steel Phoenix Vengeful Blaze Lvl 1

Professor Pain Battle Furor Lvl 1
Prep Time: 8s Deals Dmg to an enemy (Dmg Coefficient 1800). If this Officer is in a Tank or Helicopter Troop, it will also gain a shield worth 25% of the Dmg dealt for 4s.
If this Officer is in a Tank or Helicopter Troop, all Officers in their Troop have a 30% chance to land a Critical Strike when using a skill. lf an Officer lands a Critical Strike with a skill, it deals 150% Dmg
Lord of Order Motivator Lvl 1
Prep Time: 8s
Deals Dmg to an enemy (Dmg Coefficient 1800). lf this Officer is in a Tank or Helicopter Troop and the Troop's HP is over 70%, this skill deals extra Dmg (Dmg Coefficient 450)
 

The basic Dmg coefficients of tactical skills are the same. Steel Phoenix’s tactical skill also increases Dmg by 15%, and it can last for 8s, which is equivalent to an additional 15% Dmg once the skill Dmg is released. In comparison, Professor Pain's additional shield and Lord of Order's conditional additional low Dmg coefficient appear to be a level lower.
Steel Phoenix's normal attack has a chance to land a critical strike, and the critical strike Dmg can be increased to 200%. This is more likely to trigger than Professor Pain's skill critical strike. Although the chance of triggering is different, the gap between normal and skill attack is too big.

Steel Phoenix has both Dmg buff and Dmg Resist buff, which makes it more advantageous than Professor Pain, which only has one buff, or even Lord of Order.

The Load Time reduction is unique to Steel Phoenix and is very suitable for normal attacks. Steel Phoenix will restore HP every 4s, which is much better than Lord of Order’s 20% chance of recovery. Compared with the other two officers, the only disadvantage of Steel Phoenix is that there is no HP buff.
 
What kind of officer we pair depends on what unit we mainly use it to fight against. If it is an output unit, it generally does not stack too much Dmg Resist, so as long as the Dmg buff stack to a certain level, we don’t need to add more Dmg buff, because the maximum Dmg buff is only 50%. If we need to fight against a tank unit, the opponent will usually stack Dmg Resist buff. At this time, the more Dmg buff, the better.
 
We used a helicopter under the same conditions to test with Steel Phoenix and Professor Pain Standing shooting in actual combat. The recovery ability of Steel Phoenix is significantly greater than that of Professor Pain. Professor Pain has a 20% chance to recover when attacked, while Steel Phoenix recovers at a fixed rate every 4s. This leads to the fact that in the first few rounds of attacks, Professor Pain can compete with Steel Phoenix. But in the third round of attacking, Steel Phoenix 's recovery began to take effect, and it began to overtake Professor Pain in combat power. At the same time, when Professor Pain's unit's HP is lower than 70%, Professor Pain's tactical skill to deal additional Dmg disappears.

We used a helicopter under the same conditions to test with Steel Phoenix and Lord of Order Standing shooting in actual combat. Steel Phoenix 's advantage in normal attacks widens the gap between the two sides. Although Steel Phoenix 's critical strike rate is only 15%, there is a chance of a critical strike with every normal attack. The Lord of Order's tactical skills have a 30% chance of a critical strike, but it each time takes 8s to release. Steel Phoenix has a higher chance to land a critical strike.

To sum up, if Steel Phoenix stands and attacks, it is far better than Professor Pain and Lord of Order. In the test, Steel Phoenix mostly used normal attacks to widen the gap. Using high burst damage units such as helicopter can better play its role.
